Nah, I'm betting he was referring to his mother-in-law(Lois's mom), who's name is Babs.
Without any source of someone working at both, I'm just going to say it's a reference. Then again, if they did, it would still be a reference. When I first saw Bolt I instantly was reminded of the goodfeathers. I'm pretty sure this was done on purpose because when the main characters meet pigeons from LA they are various shades of brown, not as colorful as the NY birds, which have goodfellas type accents.
I would not consider this "stealing" or a "cameo" as these CGI rendered birds just dont have the same design as the goodfeathers. They are different birds. They share 3 traits only: color, location, and accent. I believe the other NY pigeons who share their take with the cat, aren't as colorful, meaning the colors chosen for these birds were done so on purpose.

Apparently things get even worse in one of the Batman DVDs, where Joker not only has Batman's head mounted on his wall, but Buster and Babs hanging by the neck from his rafters. A bit morbid for me, really, and yet it was done by Paul Dini!
