Grand Theft Auto 3- The Best Game Ever. I know it's on your list, but I gotta repeat it.
SD:JBI: Awesome wrestling game.
Metal Gear Solid 2: AWESOME game.
Max Payne: Wicked crime-noir ultra-violent bullet time shootout. Really cool game, very enjoyable.
Madden 2002: 'Cause it's MADDEN!
007 Agent Under Fire: Great game.
Final Fantasy 10: You won't be disapointed.
Batman Vengeance: If you loved B:TAS you'll worship this game.

A word of caution: RENT State of Emergency first. I thought it was a great idea that got tedious within an hour, and so did a lot of my friends and co-workers.
That said, my picks would include FFX, MGS2, Devil May Cry, Twisted Metal: Black, and Grand Theft Auto 3.
And if you're in the mood to be weirded out, rent Stretch Panic.

Hey, I like State of Emergency! Of course one of my all time favorite games is Rampage, so maybe I'm not the best one to ask....
