Hate to burst your bubble, but foriegn animation has been going on for a LONG time. I remember a few years ago seeing the credits to a Scooby Doo cartoon, made in 1970, and noticing that the animation was done by Wang.
There has been a tiny bit of American TV animation... Startoons, if I remember correctly, is based in the U.S., and they did some episodes of Animaniacs and Taz-Mania (even did the title sequence for that one). But, on the whole, it's cheaper for the studios to go foreign.
