This is something that was discuessed on another board website, is the protrayl of popular and / or rich girls in cartoons.
A lot of people that the queen of the school type character is stereotype as mean, consisted, and (nasty). What characters that fit the popular and / or rich girls are mean, and what characters break that stereotype.
Mean popualr / rich girls
Mandy (Total Spies) - she defentely one of the more meanest characters ever
Bonnie Rockwiller (Kim Possible) - we saw a hint of goodness in one or two episodes, but other than than, she is just rude inconstierate and unplessent
Mindy (Grim Adventures Of Billy And Mandy) - she is so annoying
Paulina (Danny Phantom) - she went out with Danny because she thought he was going out with somebody else, when she found out that wasn't the case, was going to dump me, doesn't get more mean than that.
Nice popular / rich girls
Mimi (Digimon) - we never saw her in a school enviroment, so I don't know her offical statous though her interaction with the other kids in Return To Highton View Terrace indicates she is well liked and quite popular, nor the wealth of her family, so she might not count persay, but personality fits that of a rich spoiled girl, she was kind of a snob, looks down on people. But deep down was a good person, who has compasion for others
Trixie Tang (Fairly Odd Parents) - it depends who is writing this weeks episode, but even when the non Butch Hartman writers tried to make more vain than she was in the beginning, she still not that mean compared to others
Mint (Tokyo Mew Mew) - another character that on the outside is a rude snob, but as you get to know, you find out she is a very nice person
Misc. girls (don't fit in either category)
Ai (Shin Chan) - she probably fits more in the mean girl category, but she is not really that stereotypically mean girl (except to her bodyguard), but she is very conseited.
Stacey (American Dragon: Jake Long) - she starts out as the stereotype mean girl but mellows a bit, and as the show goes on, becomes more nice
PS: Techinically Sam Manson from Danny Phantom counts as a rich girl.

I thought of mentioning Bonnie, but she's not really rich, at least in anyway, the we know about. I sort of had Veronica Lodge in mind. Though she's not really nasty, just vain and self-centered at times. I think Daphne Blake of "A Pup Named Scooby-Doo" would fit into that category as well.

Gemini Stone (Sabrina: The Animated Series): Very vain and showoffish. Liked to cause trouble for Sabrina. I haven't seen the show in a long time, so I'm not sure of exactly what she did.
Daphne Blake (A Pup Named Scooby Doo): While nice and a good friend when really needed, she's rather vain and fussed a lot about her hair and clothes. She found some things beneath her and could be quite snobby.

Well it doesn't matter if she is rich or not. The characters in question are popular and / or rich. They could be either or, though being popular is more relevent to this topic anyway.
List characters, and discuess how writers like to protray these characters. And how you feel about the writers way of protraying these characters. Here is one more I like to add to my misc catagory.
Sissy (Code Lyoko) - she is very mean and snobbish at first. But as the series progresses actully helps the heros on occasion, and develops as a character for the better.
Courtney Gripling from Ginger is probably one of the few that isn't a malacious type, just pampered and shallow. Her sidekick Miranda is the one that takes that role.
I guess she does, but only in the fact that her family's rich. She's like the anti-rich girl in this case. Sam acts completely normal and not snobby at all; the only time she's ever mean or pushy is when she's on a mission of individuality or when Danny needs a push in the right direction. If someone didn't know any better, they would have no clue her family's loaded because Sam just doesn't act like it.
Stand firm for what you believe in, until and unless logic and experience prove you wrong; remember, when the emperor looks naked, the emperor is naked; the truth and a lie are not "sort of the same thing"; and there's no aspect, no facet, no moment of life that can't be improved with pizza.

I believe that Brandy Harrington, from “Brandy & Mr. Whiskers”, might actually be capable of meeting both of those classifications. She had all of the cliché characteristics of a “mean rich girl”, yet when push came to shove, she usually tried to do the right thing. I always liked her because she was a conflicted character; numerous episodes had indicated that she was raised to believe certain things, which ultimately caused her to be as snobby as she was in her adolescence, though her time in the Amazon gradually began to alter her state of mind. Her time with Mr. Whiskers grounded her, and she gained a new perspective on life. She may have still been quite mean to many individuals, in both season one and season two, but she was never as bad as people thought that she was.

Indeed, Sam wouldn't count in the sense of stereotypical rich girls usually displayed on television--the ones obsessed with shallow and popularity--but I wager Sam does fit into the rich girls list in a certain way: she constantly fights for what she wants and thinks is right, though it's just as obvious she does this to rebel against her parents as much as her concern for the planet. It's no more different then rich girl Paulina creating her own methods to get what she wants, just replace environmental protection with fashion or petty payback or something. If anything, Sam's just as spoiled and whiny. And by Season Three, incredibly condescending. I'm counting her.

Maybe, but Bianca had a few rare moments. Lark was the only nice one, but Switchboard was too nosy, Tara was too scatterbrained, Jett was too nutzy, Nikki was too egotistical, and Blaze and Chenel were, meh.
Now that I think of it, why even create popular mean rich girls in the first place at all?
My favorite popular/rich girls(both mean ones & nice ones):
Muffy(Arthur) - She's a rich selfish spoiled brat, but a good friend to Arthur & friends and in the episode Spoiled Rotten, she was so spoiled.
Veronica(Archie) - She can be vain,stuck-up & self-centered at times, but still loves Archie with I love her bickerings/friendships with Betty as well.
Trinket(Pepper Ann) - A cute/attractive popular mean girl who's mean to PA mostly I think.
The Ashleys(Recess) - Mean stuck-up,snobby jerks that love to say "Scandulous" alot & they were so mean to Gus on the Jinx episode, but got their just desserts on the end which was funny.
Gloria(The Little Lulu Show) - Pretty popular mean-spirited rich girl who's popular with the boys & joins forces with Lulu when the jerkoff boys are being bad.
Mandy(Totally Spies) - She's cute for being the mean popular girl at times with I love her evil future self & giant catfight with Clover with that rocked.
Mindy(Billy & Mandy) - Typical mean brat which I root for her to bash on Mandy at times which is funny.
Sissy(Code:LYOKO) - Mean snobby brat who always mean towards the kids, but further on has a good heart on helping them fight against XANA.
B-ko(Project A-ko) - Evil rich spoiled brat who's determined to get what she wants(like C-ko) & wanting to destroy A-ko which her battle bikini look & catfight with her rocked & always wait for her at the end to strike when the show is over.
Ai(Crayon Shin-chan) - Rich spoiled brat who loves Shin which her catfights with Penny are hilarious & bashing on her bodyguard as well.
Brandy(Brandy & Mr.Whiskers) - She may be a rich selfish snobby mutt at times, but still has a good heart on caring about Mr.Whiskers.
Corina(Tokyo Mew Mew/Mew Mew Power) - Rich mean stuck-up spoiled jerk at times, but deep down is a good girl who helps Zoey & the team save the world, but her constant fights with Zoey are so hilarious.
The Debbies(The Oblongs) - They may be rich snooty jerks, but they're cute & hilarious and like that one funny episode when the Debbie was ugly & had to be with the Oblongs family.
Valerie(Codename:KND) - Number 5's enemy who's a mean popular girl who turns into a were-poodle who's the culprit that ate her homework & works with Ms.Thompson who's the Queen of the Were-Dogs.
Lily(Kappa Mikey) - She cute/sexy for being the mean-spirited popular jerk on poor Mikey but has a hidden soft side as well.

Dawn (Pokemon) sort of fits in here. She lives in a rich house, her mother is famous, she wears lots of dresses, and has the personality of a girl who is very conceited and expects to get what she wants.
Since you mention Pokemon, let me mention even though it is off topic, the funny thing about the personalities of Team Rocket of how backwards they are. If you knew the backgrounds of Jessie and James, you would think they would act like the other. Jessie can be snobby and conceited at times, want things to be handed to her without hard work, yet she has nothing to be snobby about, she comes from the streets basicly. While James comes from a rich background, and he is one who doesn't mind and enjoys hard work, and feels great reward for it, opposite of his snobby parents. Very backwards, a lazy snob orphan girl, and a hard working humble heir.
Did you notice that most of these people's names end with "y" or have that "e" sound. Obviously all of them don't but you know what I mean (mandy, mindy, debbie, ashley, sissy, courtney, etc.) I think that's like a trait that they have to have or something

Remember then the earlier episodes like "The boy who'll be queen" showed a hidden side of Trixie when she go disguised to check for video game and comic books but the writers of later episodes dropped her hidden tomboy image. And she's not that mean and evil like Vicky or Lily from Kappa Mikey who's famous but was really mean when Mikey stoled the lead role of LilyMu but still keep some friendship with Mitsuki.
Add also Phenicia (aka Maria Grace Fleed), Actarus' sister in Goldorak (Grandizer), she was a bit mean to Alcor (Koji Kabuto) in the beginning, but later they developed a more closer relation.
And in the Archie comics world, add also Cheryl Blossom and Alexandra Cabot to the list.
