I would somewhat not count the cartoons that are basically for adults, as those are more or less geared toward the adult bracket anyway. There used to be quite a few G rated toons that featured smoking, but none as of late.

Tons of older cartoons had smoking characters. I believe that Tom from T&J smoked and spike the dog from the same series smoked cigars then in looney toons the bad guys usually smoked.

Naturally. I mean back in those old "unenlightened" times, The Flinstones plugged cigarettes, and even Spacely and Cogswell could pack away the tobacco in the Jetsons.

Cyril Sneer, the villain in the Raccoons, was constantly smoking a cigar throughout the entire series. There were only a few instances when he was seen without it, such as when he swallowed it in shock, or when another character (who was shown as intruding on his life) took it from him.
