Does anyone understand what the Vitaphone production numbers mean?

To be specific, I am wondering if such-and-such a production number may, or may not, indicate when that particular short had begun production?

For example: production of some 1937-38 season Looney Tunes and Merrie Melodies shorts were overlapped with those released later in the 1936-37 season:
    7950 - Porky's Double Trouble (LT; released November 13, 1937)
7989 - Egghead Rides Again (MM; released July 17, 1937)
    8050 - Porky's Super Service (LT; released July 3, 1937)
8051 - The Case of the Stuttering Pig (MM; released October 30, 1937)
8052 - Plenty of Money and You (MM; released July 31, 1937)
8053 - Speaking of the Weather (MM; released September 4, 1937)
    8054 - Dog Daze (MM; released September 18, 1937)
    8055 - A Sunbonnet Blue (MM; released August 21, 1937)
8090 - Porky at the Crocadero (LT; released February 5, 1938)
    8091 - I Wanna Be a Sailor (MM; released September 25, 1937)
8092 - The Lyin' Mouse (MM; released October 16, 1937)
    8093 - Porky's Building (LT; released June 19, 1937)
8148 - Get Rich Quick Porky (LT; released August 28, 1937)
8149 - The Woods Are Full of Cuckoos (MM; released December 4, 1937)

    Thank you,

    Ben
