Cool! The premise of the one shot is something I wondered about. Plus it will be neat to see what the SSR did post-World War II. Cold War espionage is a natural guess but still. Looking forward to hearing more about this during SDCC in July.

So...for Iron Man 3, we're getting the apparently really bad Chinese footage, and for The Winter Soldier, we're getting a whole new short with Peggy Carter. Hmm, that doesn't seem fair. :p

Hey it is with the IM3 release afterall. Wow! They are really layering some things into this short. Connective thread between IM3 and CA:TWS? Surprise cameos? Howard Stark? Zodiac? That's so cool!

I agree. I mean, I guess they're including it with IM3 to start building hype for CA:TWS, but it would be nice if they included on that Blu-Ray as well. (Especially for those of us who aren't buying IM3.)

I loved Hayley in Captain America so it's cool that they are doing something with her again( I only just found out about it yesterday ), the poster is awesome too.

Apparently at one point, Loki, Captain Marvel, Black Panther and young Nick Fury were all considered for one-shots, but the studio decided they'd be too expensive and/or complicated.
Black Panther, Loki And Nick Fury Considered For Marvel One-Shots; Could Captain Marvel Be Next?

I think that's probably correct. I can't imagine the mini-movies have huge budgets, and the stunt work and CGI for Panther and Marvel would probably be quite expensive. Not to mention the costumes.

...Why would they repeat features when the one shot will be used as an incentive for people to purchase Iron Man Three?

Captain America: The Winter Soldier will more than likely have its own short to include.

Because it would make sense? It'd be nice to have these One Shots on the same discs as the movies they're related to. I have no interest in buying Iron Man 3, so it would be nice to have the ability to watch a Peggy Carter short film on an actual Captain America disc, instead of having to buy another movie I'm not interested in just for a barely-20 minute short.

No doubt, and most likely it'll be related to something else and not Captain America.

They did say that the excised footage from IM3 might be a one-shot. So this might end up on Cap 2 dvd

But they hinted the Peggy Carter short links IM3 to CA:TWS. It seems implied it will double as a teaser of sorts for TWS to build hype.

You are missing the point. Why repeat the same shorts when using new ones attract more interest and generate more sales?

Here's the second clip of the Agent Carter short. I think it confirms what the Zodiac is in the MCU.
EDIT: 8/20 - The entire short leaked online. It's 15 minutes, 29 seconds. Lot's of great action scenes.
    Here's 3 grabs
Leak is gone. But here's an interview with Hayley Atwell and Louis D'Esposito.

I have seen the Agent Carter short on the Iron Man Three Blu Ray this evening... very good. It's the best of the shorts, a nice follow up to the Cap story from 1945. A very sweet bonus feature.
