How to get into hand-drawn/digital art...

    Since I'm working on a script for a Looney Tunes film, I've decided(since I used to be an artist but haven't drawn anything for about 2 years) I want to work on my concept art for how I believe the Looney Tunes should be portrayed.

    So what I am wondering is: What kind of books should In read for learning how to draw cartoon characters hand drawn? Any kind of software I should get that allows me to work on the drawings I make?

    For books so far I've looked into the book Disney Animation:The Illusion of Life and the software Autodesk Sketchbook Pro. Any others that I should be invested in?
