Bugs' father was never mentioned or referred to in the cartoons (I've never heard of one, anyway). It's very possible he had a father in the comics, which seemed to be part of an alternate universe that was different from the animated cartoons.
Keep in mind that you will come up cold whenever you look for continuity in Looney Tunes/Merrie Melodies. Had there been a few cartoons that delt with Bugs' father, it's very possible he would have had a different name, if not a different design, in each of them. After all, you had up to four different teams of people making them at any given time, all of whom had their vision of what the characters should look and act like.
As for real life "fathers." I'd say no one man can claim it. Tex Avery should probably get the most credit, since he created Bugs Bunny and made him a sensation with audiences, but many other people helped define the rabbit's personality over a 24 year period. These men included Friz Freleng, Bob Clampett, Chuck Jones, Robert McKimson, Frank Tashlin and Art Davis. All of them directed at least one Bugs cartoon. Freleng, McKimson, and Jones did the most, though.
