Well, I suppose any band I listen to from the States would be foreign... ^_^
My favorite band, Nightwish, is from Finland.
I also listen to some Chinese music and some Japanese music.

The only foreign group I listen to whos lyrics aren't in English is the Korean group Baby VOX.
Tatu, the best thing I have discovered from over seas in quite some time. I learned of their music back in June, and since then have gotten their Russian CD and have their music videos on VCD. They are awesome, have a single out in the states now, and are gearing up to release a full length CD.
