You can do it with Microsoft paint. I dunno how well though, since I use one of those expensive programs..lol

I use GiMP, which is free...but is for Linux, not Windows.
I'd look at Tucows, or a similer site for a shareware graphics program that can crop & resize (Which are the two biggest things when making the avatar)
As you get better, you can worry about editing out imperfections, etc...
Still Alive Somewhere
I'd recommend IrfanView, a completely free graphics program for Windows. Just go to www.irfanview.com to get the latest version.

Basically all ya gotta do is take your favorite image and then resize it to 75x75.

I make them at the North Pole with all my little elves and then every Christmas Eve I go out and deliver them to all the good boys and girls.
