It sounds like what he's trying to say is that AOTC will only be shown in the Montreal and Quebec areas. Perhaps Lucas is being strict about only letting modern theaters show the film. So many Canadians will not get to see the movie without doing some travelling.

I find it hard to believe that the movie is not being distributed in all Canadian cinemas.
It's going to be showing in cinemas all over Ireland and if a little country like mine gets it then I'm willing to lay odds that Canada will get it too.
Perhaps there's just preview screenings in the areas you mentioned, followed by a widespread release.

Maybe it's just delayed slightly because they want to record a French dub/ add subtitles
