Answers can be from any of the DCAU series except Static Shock (I don't watch the show, so I can't confirm them). Sentient animals (for example, the gorillas of Gorilla City) and human-animal hybrids (Tygrus, Cheetah, Man-Bat, etc) don't count.

Well Barb, if you mean "Jack Napier", it's appeared twice.
1) Dr. Bartholomew verbally mentions it in a list of other costumed crazies to Batman in DREAMS IN DARKNESS.
2) In JOKER'S WILD, the name "Jack Napier" is shown on Joker's ID card when he's snooping around the casino.
If you mean the assumed name "Charles Bucky Rimshot", it's appeared only in MAKE 'EM LAUGH.
If you're referring to "Joe Kerr", that's heard in JOKER'S MILLIONS, when he's interacting with his landlady.
