What I loved about the show is how it explored different artistic styles along with the film noir atmosphere.Sometimes different places in the series would like they came from "Nosferatu" or "The Cabinet of Dr Caligari".Does anyone see that or am I on my own here?

Does this count? Dr. Blizzard, who appeared in the Justice League episode Legends, was inspired by the Icicle, a Green Lantern comic villain, who strongly resembles an ad for Metz Judders known as the Judderman (click here to see it - be warned, may scare some people).
Other than that, expressionism influenced B:TAS? Just look at the silhouettes of Batman throughout the show. And the Joker, as a character, was inspired by Conrad Veidt's character in the silent film, The Man Who Laughs.
