The Spectre in JL/JLU?
The Specta is a character I would love to have seen in justice league and my dad a big fan of him as well. My question is why dn't they used him was he too powerful or compax a character and would you have like to have seen the specta in Justice League or Justice League unlimted

Well they can't use the Specta because he doesn't exist.
Now the Spectre on the other hand...
(I'm sorry, poor joke on my part.)
Anyway. The Spectre was supposed to show up in a Christmas episode of Superman's series, which I understand was given a big "no" by network executives. As for JL/U he probably wasn't used because either the production team couldn't get permission to use him or, probably more likely they didn't come up with a story they really wanted to use him in.

The Spectre is a difficult concept to translate for a Y-7 show. He's basically God's hitman, and religious topics are touchy for cartoons because of fear of the dual-edged sword of offending Christians for getting it wrong and offending other believers for not being sufficiently inclusive. Just watch some of the "Christmas" special that every show eventually gets around to doing, and notice how non-denominational they are and how Jesus Christ (the guy whose birth that day celebrates) is only mentioned in the most vague and roundabout terms, if at all.

The religious angle is a popular misconception about why the Spectre never appeared in the DCAU, but Bruce Timm debunked that rumor here.
