What did Amanda Waller gain from 'Clash'?

I was watching 'Clash' recently (duh), and the final reveal got me thinking: what did Amanda Waller gain from Superman and Captain Marvel wrecking Lexor City? Luthor's motivation is pretty clear, but why would Waller want Superman to be mistrusted by the public?

It's possible that she was hoping to provoke Superman into making a move against Cadmus (and her impatient actions at the end of 'Flashpoint' would support this). Or perhaps calm him down and push him the other way... but judging from the smirk on her face when Lex is talking about the battle, it wasn't the latter.

What do you folks think?

It's an example of what would happen if Superman ever did randomly decide to destory a city - an example which could be used to help provide funding for Project Cadmus from the Goverment, should they ever need it, and basically helps prove her point - most of the facilities at thier disposal aren't up to snuff if they were to ever have to stop the Justice League.

Waller's problem is that she was too confident in Cadmus' tech to think she could take out the league. She had Doomsday that nearly beat superman down but lost. She had the Anlilator (sp?) but Talia screwed that one up. The Ultimen put up a good fight, but it would have been easier to nuke the station since its defenses were down.

Waller might have been able to hurt the league, but in the end if Superman didn't control himself it would have been Waller who started the war between the league and Earth.
