I've heard that theory before. I've also heard the producers and writers quoted as saying that Starfire didn't need her own season-long arc, since the standalone episodes that focus on her were always so strong.
I've read things online theorizing that each season of Teen Titans concentrates on the struggle of one fo the members of the team. To look at Seasons 1-4, it would seem there's proof of this theory.
Season 1: Robin, with Slade
Season 2: Beast Boy, with Tara, and Slade
Season 3: Cyborg, with Brother Blood and the new improved Hyve.
Season 4: Raven, with her father, and Slade
So what happens with Season 5? Was there any concentration on Starfire's struggles? Was there an attempt to, until it was found that basically everything that could be done with her character had already been done in secondary arcs of previous seasons? (Of course I'm speaking of her sister) Was Season 5 a necessary continuation of Raven's struggles in Season 4, with Starfire going without the angst? Was it determined that angst just doesn't work with Starfire on a sustained basis? Or is the whole theory nonsense?
If you don't like your options, make another option.

Yep what I heard was the producer's favorite standalone episodes were starfire's .
Even if that wasn't "determined", it's probably true. Some people have deemed season 5 another Beast Boy season. The first couple and last couple episodes, anyway.Originally Posted by Nftnat

Starfire didn't need a season? Please. She was the least developed of the characters. While Cyborg wasboring, at least we knew his reasoning behind his attitude and behavior to some extent. I felt like Starfire changed sporatically. After season one her naivete and understanding of Earth culture was shaky at best. It was just weird.
I like the whole crew as a cast, but as characters I find Cyborg and Starfire the least interesting. I didn't enjoy much of either of their standalone eps. (I thought Sisters and the sequel to it were so mundane...) So in that regard, maybe it was a good thing Starfire never got all that much focus. But in others, maybe they could have given her a real personality and something to fight for. She just seemed to react to the situations she was put in often.
