Batman lives in Gotham, not New York. Superman lives in Metropolis. I know both of these cities are based on NYC, but they're separate cities.
Spider-Man, the Avengers, Daredevil, Green Lantern, the list goes on and on....

I think that Metropolis is supposed to be based not on New York, but L.A. Gotham has more of a New York feel to me, it seems more dark and dirty, while Metropolis is more clean and has a usually sunny atmosphere.
Like you say, the superheros pretty much all have to be based in cities to keep the stories interesting. Makes me wonder why supervillains don't try to take over Dudley, Mass. instead of N.Y. or Metropolis.

Gotham is NYC at night. It's all the bad that New York has to offer.
Metropolis is NYC during the daytime. It's all the good that New York has to offer.
When these were created, that's what the creators have in mind. In the DCU, Gotham, New York, and Metropolis are all different cities. I think Metropolis may even be located in Rhode Island, but that's not a definate, don't take it as cannon.

--Spiderman would have a devil of a time slinging webs around the Missouri Bootheel, where there's not much higher than a cotton plant for miles at a stretch. Maybe he'd do better at the Arkansas State University campus (Jonesboro), although the taller buildings like the Seminole Twin Towers and the library are pretty widely-spaced apart. Maybe if he cheated and webslang off a few trees and used smaller buildings as stepping stones.

Now, now-rual, not so well known areas are useful to baddies. I felt proud when a movie had the villain HQ located in my home state of Delaware....nobody EVER suspects Delaware....(evil laughter)
Oh, and I always belived Gotham to be NYC, but Metropolis an altogether different city. And if Metropolis is in Rhode Island, that'd be cool! It would be nice to have another small state have a big city...
