Lex Luthor, c'mon people the guys may not have any powers (except money of course), he's kept one of the most powerful superheros on his toes for years now, heck he was even president for quite sometime. Though Supes and Batsy have left him battered and bruised and out of the oval office (Superman/Batman #6) in his comeback he'll be more formidable than ever before, Batman said it best at the end of the issue:"When he returns he'll be more dangerous than ever. A man with nothing to lose."

Also, yes, Lex has kept supes on his toes for years...but Doom doesn't have the same qualms about killing that Supes does.
