Could someone explain the B13 Virus?

I'm currently reading the President Lex TPB, and the B13 Virus plays a major role in the storyline. However, I don't read much DC, so I'm not really sure where it came from or what it is. I have pieced together from the TPB that it has something to do with Brainiac13, but I'd like to understand what lead to it transforming Metropolis, being used for good, and apparently being controlled by LexCorp. During Y2K, Branaic wanted to upgrade himself to level 13 and to do he had to speed time & upgrade the city. To stop Branaic from having too control Meltropoil, Lex made deal with him. He give Branaic his only child, Lena Luxtor in exchange for the techology.

The B13 Virus came around in the Superman TPB Endgame. I personally feel it was one of the weakest of the Loeb-era Superman TPB's.
