I think there are two main points and an overall theme here...
Point 1: His teacher is a bigot and assumes everything from Japan is evil.
Point 2: A kid shoved a Beyblade top into his ear, injuring himself, and causing his principal to ban the tops, associating them with earrings and other "dangerous objects."
Overall theme: His school is old-fashioned and sucky.

Roger, friendly word of advice: Work on your English skills. No one expects perfect grammar/spelling or anything, but this is bordering on incoherent. I'm not trying to be mean, but if you don't start writing...readably, the best responses you're going to get is stuff like this.

The first three Resident Evil games take place in the States. CAPCOM is Japanese, Resident Evil (Biohazard in Japan) is made in Japan, just the name change for the rest of us (Asia got to keep Biohazard).
Biohazard//Resident Evil has characters from all walks of life, from various parts of the world. The majority of the voice actors are from here (Canada). It's worldly.

There, I think that's better. Anyways, it looks like this post is more about banning stuff from your school than anything else. The same thing happened to me in Grade 8 when Pogs were banned. I can't say I entirely blame the teachers and principal for banning things like Yu-Gi-Oh, Pokemon, and such if it gets into gambling them away.
