I hope it gets made. Hell, I always thought that the only way for Special Edition DVDs could get made only if the film has reached its Anniversary.
From the blog of Steve Murphy, there is an article about Steve Barron (director of the first live action TMNT movie), and the prospect of doing a special directors edition dvd of the first movie, given the upcoming 25th anniversary of the TMNT franchise.

There is also a MySpace page dedicated to the SE DVD at:

I want SE DVDs of both this and the 1991 sequel. As for the third movie, I just want a section on the DVD explaining what they were thinking.
I've been wanting to see a special edition for the first TMNT movie for YEARS. I'll be sorely dissapointed if this doesn't ever come to fruition.

I sure hope this happens. It's one movie that deserves a special edition, and I've been hoping for one for the longest. A special edition for the second one would be nice too.
By the way, Toon Out, the blog is gone.

What do you get when you put three friends in a recording booth once a week, screen old anime, and tell them to make sense of it? You get the Anime of Yesteryear Podcast! Tune in each week as we kick back and discuss anime of old, both the well-known and the obscure, as well as our thoughts on the latest developments in the world of comics. (Updates Weekly!)
Unfortunately this only sounds like "I hope to do it" rather than "It will happen" at this point.
However, it's a step in the right direction if the director is interested. I too would love to see a S.E. TMNT; while I liked TMNT 2 better, TMNT is still a fun film and quite a success for New Line and Golden Harvest.

Last I heard was that Barron and Peter Laird were both interested in doing a SE (and have been for some time), but that it was New Line that had been dragging its feet and not showing much interest.
But, like everyone else, I've always hoped for a SE of this. I'd definitely double-dip, since the existing DVD is as bare-bones as you can get. I'd go for a SE of the second one, too.

Just a commentary by Barron and Laird would make it worth it. The original TMNT is a childhood fav of mine and one of the all time best indie-comic movies, and it is that and not a cash-in to the popular show/toys.
Thanks veemonjosh, I edited the original post.
Yeah, it would be up to Warner Bros to decide whether or not a SE DVD is made. Here is another post with the contact numbers of the people working at Warner Bros, if anyone is interested:

I already have the bare-bones version of the DVD, but if they gave us a good SE with some solid bonus features, I'd probably SHELL out some more money for it!
Get it?? Shell??Ohh... come on, how am I the first one to make that joke?

Me, too. I'm also longing for the day somebody (perhaps the Varese Sarabande CD Club or maybe LaLaLand Records) releases John DuPrez's original score, at least for the first film ("Shredder's Suite" on the OST always leaves me wanting more), but you could probably fit the first two scores on the same release.

It's true that the three TMNT movies will be getting re-released. Unfortunately though, the only thing about them that will be different from the original releases are their covers. No special features or anything like that.

Wait, they're calling TMNTIII Turtles in Time now? That's not the third movie, that's the 4th game!

I'm actually glad I picked up the box set last month. It's just the three older release discs, in the same cases. The three old discs look great next to TMNT, since I put it in a white case too. I think these new releases are a big PASS.
