Now then

I was hoping for your advise on how to draw The Joker better. Thats very poorly worded but it's late. Comments/advice on the pic would be appreaciated.

First off, I'd say it's a really decent drawing. Good proportions. My advice is try giving him smaller teeth. If he closed his lips over those chompers he'd still have a pretty round face, whereas Joker's face is usually fairly long and thin. So, if you make the teeth smaller, you'll be able to bring down the sides of his head into a sharper chin. Try playing with eyebrows too. You can really change his expression with minimal differences. Be sure to post any updates.

Proportions are good, however the head is not characteristically Joker... He has a very elongated head, making his face thin (like Batmanosaurus said). Instead of the normal oval for the head, try elongating it vertically.
