Ok, i was watching "Mask of the Phantasm" today. In one of the flashback scenes, we see a biker gang working over some guy with a money box, and Bruce stepping in to help the guy out. Watching closely though, i couldnt help but notice the guy with the money box who's being worked over looks an awful lot like the Penguin. Was this some kind of easter egg the producers through in? Or am i just looking too hard?

Yeah, I'm pretty sure that isn't the Penguin. We don't know a helluva lot about his past, so it is possible he was a street vendor at some point. Thing is, the design doesn't look too much like him.
Penguin WAS slated to be in a flashback in RETURN OF THE JOKER - and actually appeared in one frame of the comic adaption - but it was cut from the final edit of the movie. :p

that merchant was Not Cobblepot. Just an immigrant selling watches under the tracks.

but what about the one that robbed the poor man ? He looks like someone I've seen in the series before....or maybe not, who knows ?

Unless it's changed for BTAS, the Penguin was born with his bird-like nose and flippers, like in Batman Returns, so the guy in MOTP definitely wasnt him.
And I believe on the commentary for ROTJ they mentioned wanting to add in Penguin, but that it ultimately became an unnecessary tangent. Might be nice if they ever did an "ultimate director's cut" though.
