Who is Hinkle?

I've noticed a couple of cases where the name "Hinkle" appears in the background of a LT&MM cartoon.

For example, in Ballot Box Bunny it appeared on a building behind Bugs when he was doing his Teddy Roosevelt "big stick" routine.

Can anyone tell me who this Hinkle was?

Does anyone know why they used the name "Hinkle" in the LT&MM backgrounds a few times?

What particular cartoons do you see it (director, period, background artist), ect, that may help.

Besides the one I mentioned earlier (on a building in "Ballot Box Bunny") there's a "M. Hinkle" listed in one of the newspaper ads as the owner of the cat "Harold" in "Chow Hound".

I think I have a third sighting written down somewhere but I can't seem to find it at the moment...
