Kawaii means cute in Japanese. In my opinion, their are only a few true kawaii charcters in the Anime world. Here's mine:

Chibi-Usa in her P.J's- She may be annoying, but I can't deny her. Damn her cuteness!

Tsubasa from His & Her Circumstances- TOO Cute. Nuff said.

Not really into the whole "KAWAIIIIIIIIII!!!!" thing if it means a one-dimensional character. I prefer more well-rounded child characters who have their cute moments, like Chie from NieA_7. Shinobu too over the top sometimes, but I enjoyed her character for the most part as well.

I don't know, I always felt like asking Chibi-Usa, "What maniacal plot is going on behind those huge, cavernous eyes?" It seems like she's just acting overly cute, waiting for the right moment to enslave humanity. But maybe that's just me.

Young (under 13) Male: Shippo from Inu-Yasha

Older (13+) Female: Cherry from Saber Marionette J

Older (13+) Male: Momiji from Fruits Basket (yes, he's really older 13)

Pretty much any CLAMP woman/girl has kawaii in spades, especially if she's a main character. I'll second Chie from Niea. The kids from Haibane have that chibi kawaiiness going on too. Digi Carrot is straight kawaii no chaser. Mamimi from FLCL, as crazy as she is (Gainax + Crazy Cute Red Heads = great anime, I swear), is pretty kawaii. Alpha from Record of a Yokohama Shopping Tripping Trip is very kawaii.
