I'd Add;
Hawkman (not sure on the Hawks history here?, but if nothing else as some link to her past, if not actually on Earth with her)
Black canary, (She actually may turn up in the JSA episode)
Plastic Man
Zatana, (I liked her BTAS appearance, and think Zee, WonderWoman, Hawkwoman, Mera and Canary might make for a great team up for one episode.

And for a villain I'd love to see their take on Despero the first comic JL villain. I like how they used Starro in BB, and think D's evil inter-dimensional mischief would make for a great episode.

I think almost any one we haven't seen already would make me happy. Except maybe Copper Head, oops!...to late.
