Just recently, Time Warner Cable here in New York City placed secondary channel slots on many of the current popular networks in their expanded digital tier, in addition to the regular primary assigned slots with no additional cost yet at this time (a rate increase is coming soon though). For example in one case, Game Show Network is seen on both digital channels 117 and 855.
In the case of Cartoon Network, TWCNYC carries it on standard channel 22 and digital channel 831. Boomerang is seen on two different digital channels 109 and 830, with the secondary slot offering on occasion a Spanish language audio feed to some of the same cartoons being shown at the same time on the primary slot.
