At the moment I'm still using MSPaint.
I use iPhoto Plus4 for pretty much everything. It has some limitations, but it's a good paint program with cropping and resizing features.

There are several good freeware ones out there.
I'll suggest Irfanview (http://stud1.tuwien.ac.at/~e9227474/english.htm). It has worked well for me.

I try to resize a picture to 75 X75 pixels or less and save it. Then I try to upload it and I come up with this doggone message that tells me that the pixel is too large. What the H-E- double hockey sticks is wrong here?

I use Microsoft Image Composer.
It came with Front Page 2000 and it's a Photoshop clone (although, missing video components).

I've used PC Paintbrush from Softkey, a very very primitive paint program, which I've had as long as my computer (almost *6* years!... Incredible, ain't it?)
