Like ya know Earth Final conflict, or Andromeda, or one of those shows? How would this affect the animation, and art quality?

Tiny toons, BATS, Animaniacs, all had relatively large budgets. You can see it by the production values...story quality, flow of character, extra character development, special effects. etc. (an example of this, is an episode of BATS called "Bullet for Bullock" That show had enough bucks to develop that character for a single show mainly about him and his two sided life, a good cop, and a slob.
Now in answer to the direct question, if the Animated show had the million that Star Trek Next Generation had, (or reported to have) (the Simpsons is reported to have a very high budget) it would still depend on story, cast, production, continuity, character development, special effects, and how well they all work together. A good executive producer, writers, and cast can make a show, any show. Lack of one, or all, could doom the show to failure, no matter how much money is spent...Even with all of the above in the positive, people have got to watch, and if they don't. no matter how good it is, unless there are special circumstances (like Voyager -it had a definite 5 years) you can forget it.:D

I don't think a big budget would make a great animated series. Look at big budget movies that fail to meet the bar. I'd be more concerned about the creative team behind the show than how much money they had to throw around.

I'm not so much talking about the story.

I'm talking about the eye candy mostly. I realize that without a good story it would fall apart.

Ya know, I want to say that the Batman shows had budgets of close to $1 million per episode--I think I read that somewhere.

That's close to the high end of live-action shows, meaning that it would not be an improvement if an animated show had a sci-fi show's budget, and might even represent a cut.

But since I'm really uncertain about my facts here, I should probably just shut up.

If Batman had a larger budget, they'd probably use TMS for every episode. They're the high-end cartoon studio who animated all the visually stunning episodes, such as Feat of Clay Part II, World's Finest, ROTJ, etc.

But as it is, the episodes were pretty expensive by TV standards... unique orchestration for each episode, top-notch voice talent, etc.

Elsewhere, they have talked about villians. Mad Hatter talkes about voice talent... The Joker was voiced by Mark Hamell, who was Luke Skywalker in the Star Wars series. I think he did a great job making Joker come alive, especially in Mask of the Phantasm....Sometimes the voices are excetionally important along with the rest of the team..
