Is the Space Spectre toy from the SGC2C Toycom line based on character that was actually on the show or did they make it up?

He's real, but he only appeared in the 80's Space Ghost series. I don't think he's appeared on SGC2C at all.

I wonder if Chad is really Space Spectre. :p
