Well, I can't identify it definitively, but here are the facts I've come up with:

1. The lyrics Buddy sings start off, "Hey sailor..."

2. ASCAP lists a song entitled "Hey Sailor" by Sammy Fain and Irving Kahal.

3. Fain and Kahal worked for Warner Bros. around the time of the Buddy Cartoon.

4. ASCAP indicates that "Hey Sailor" is published by a subsidiary of Warner Bros.

Beyond that, and the fact that the tune is familiar (probably from hearing it in other early WB cartoon scores), all I can say is:confused:
