I know he's from Central City. I know he's fast. And that's about it. Can anyone fill me in on how the Flash became "the fastest man alive"?

Long story short: In the comics, the Flash got his powers in a freak accident where he got doused by chemicals that had been electrically charged by lightning. Oddly enough, this origin applies to both Wally West and his predecessor (and uncle) Barry Allen. Their accidents endowed Barry and Wally with their super-speed, and after Barry died Wally (who had been Kid Flash) took on the mantle of the Flash.

It seems fairly safe to assume that Justice League's Flash is Wally West, and from the few glimpses of backstory they've shown, his powers do indeed stem from a lightning/chemical accident (though whether or not Barry Allen was ever Flash is up to debate).

You also can't forget DC Comics own Flash site (Seen Here (http://www.dccomics.com/features/theflash/index.html)). It gives a timeline and some bios and such (although Barb's site looks more indepth)
