I think what happened was that Falco left Star Fox to pursue his own solo career. Now, whether or not that means a spin-off game in real-life, I don't know.

I think what happened is that Rare more or less trashed the Starfox license in SFA so it's unlikely that future games will bother to pay any mind to what happened in said game. Twenty Bucks says Falco is back as a member of the Starfox team in Namco's shooting game in 2003.
