I'm thinking Hugo Weaving (Agent Smith in THE MATRIX and Elrond in THE FELLOWSHIP OF THE RING). He's got the look, the voice, and the presence to be a monarch.

I could see Vin Diesel (Pitch Black). He's got the body, the imposing voice; slap some Spock ears on him and he wouldn't be half bad. "Imperius Rex!!!"
