This is the first episode I saw with this Fuzzy Luppkins guy. So, is he a villain just because that squirrel was on his property?? IF he appeared in other episodes, is there a given reason as to why he's a bad guy??

Well, in one of the pilots
he entered in a jam contest. He had a meat jam, but the girls didn't like it (they were the judges). He kept on saying he wasn't a loser and wanted to get back at the girls. He made a meat gun and turned the whole city into meat. The girls colored the city back and tried to find out who it was. They "meat" him at the mall where the contest was held and they battle. He gets a part of Bubbles hair turned into meat and she goes crazy and uses the meat gun on him.
From then on, he was a villian.

Fuzzy's main credential for villainry is his fierce territoriality, which can send him into a 'Plumb Crazy' fit on very little provocation. On one occasion ('Meet the Beat Alls') just thinking about the Girls made him mad enough to launch an assault on 'em.
There's also at least one ad for the PPG movie with a scene of Fuzzy robbing a bank. But the movie is a flashback, so that might not be a 'current' Fuzzy behavior.

The point is, he was commiting Armed Robbery, which is certainly a Villainous behavior (I wonder whether he was after money or doughnuts?)

Fuzzy also appears as one of the villain card players in "Members Only", as previously noted. But so far I've read nothing of a starring script for him this season. Maybe he's a hard villain to write, since he isn't a genius like Mojo or a schemer like Him, just a big tantrummy lummox. :( His last speaking part was "Criss Cross Crisis", except he'd been swapped with a pompous British guy (and somewhere there's an Englishman chasing folks off his property with a blunderbuss and screaming in a deranged Louisiana patois).
Though "Meat Fuzzy Lumpkins" never struck me as full canon--it features a different Mayor (who sounds sort of like Paul Lynde) and a different actress voicing Bubbles.

Actually I think Craig refered to Fuzzy as a villian that has to be forced to be a villian. He never really does evil for the sake of doing evil. Fuzzy is always pushed to be bad because of his bad temper.

Humph. Fuzzy didn't seem to require much pushing in 'Meet The Beat Alls.'
Though *maybe* it was a case of 'going along with the crowd.' Prehaps Fuzzy needs to be careful whom he hangs out with.

He DID seem like a big child standing there with his rock, lwhile all the others have lasers, listening to them argue and whining, "I wanna fight too." Left to his lonesome, he probably would have rethought his temper tizzy, tossed down his weapon in the park somewhere, maybe had a soda while in town to calm his nerves, and shuffled off back to his hovel in unincorporated Townsville.

But in the "In a world..." commercial on CN, it shows Fuzzy holding up a grocery store. He doesn't look like someone is pushing him to do it, it looks like he does it on his own villiany.

Um maybe, but if you look at his expression he, looks very angry. Seeing as he's got such a bad temper, maybe that person did something to tick him off.
Although you could be right. It kind of looked like the Proffesor was walking in the store and just noticed that it was being robbed. I wouldn't be surprised if the movie doesn't explain how the robbery started.
