OAV= Original Animation Video
OVA= Original Video Animation

I've seen both terms used to refer to direct-to-video releases of Japanese anime features and series. They are also used to identify anime series when they are released in other countries, regardless of whether they are released to video or broadcast first, based on the release method in Japan. These terms are rarely, if ever, used for direct-to-video releases of animation from other countries. Use whichever one you're comfortable with and ignore anyone who says you're wrong.

Another feature of OVA/OAVs is they usually have a higher budget than a normal anime series, hence higher quality animation(but bad stories can happen at any price range :p )

Also they are usually only limited to or 2 episodes, but can have serveral more than that.

OVAs also avoid the standards of TV, so more violence and fanservice :D ;)

Here's a great article about the difference between OVA/OAVs and TV series at Anime on DVD (http://www.animeondvd.com/specials/teacup/teacup14.htm)

In Japan, they're called OVAs, in America, they're called OAVs.

For example:

08th MS TEAM, Gundam 0080 and Gundam 0083 are OAVS, hence their short length and higher quality animation.

I'm not sure about this, but I believe Viz was the first company to use the OAV term. Last I knew, they were actually the only Anime-releasing company to use it, but since I've only been buying TV series lately, I'm not sure now.

Japan has been using the term "OAV" or "OVA" for a while. Check out any issue of Newtype from 1986 and up.
