Animation doesn't get "strobed" on DVD's, if that's why you don't like them.
My Fantasia and Fantasia 2K DVD's have such high video quality that you can see paint and pastel textures and for "2K," the watercoloring textures for the Carnival Of The Animals segment.
Here's some perks that DVD's have that VHS doesn't have:
300x the resolution of VHS
Around 4 hours of ultra-high quality MPEG II video on each side (double layer)
Dolby Digital 5.1 sound (and DTS, depending on disc)
Disney is releasing some Mickey and Silly Symphony DVD's and they're putting a whopping 26 cartoons on each disc!
If WB could find the original sound recordings of sound effects, dialogue, and music for the cartoons, they could remix the cartoons in true surround sound (the digital remix would also clear up the cartoon's audio a lot)
I hate mentioning this, but as soon as DVD recording becomes as cheap as popping a tape into your VCR and recording the latest installment of Acme Hour, VHS is going to become REALLY hard to find.

Was the Porky Blooper part of a certain cartoon, or was it extra? I've seen it before and don't know where it came from.

For a few years, Warner Bros. would assemble a "blooper reel" to show within the studio. One year, the cartoon studio decided to contribute, but because cartoons can't have bloopers, they specially created one. Porky's Blooper didn't come from a cartoon, it was just made for a special occasion as a joke. The public wouldn't have seen it.

I agree with that. Rather than having cartoons from different time periods grouped together, they should be done year-by-year.

I too would rather just see them released chronologically, although it would probably be in Warner's best interest to start with the late 30s/early 40s era and go back and pick up the early ones later simply because a DVD set of the early 30s cartoons is not going to draw the same amount of sales the later ones will. Sure we'll run out and buy copies, but the average consumer is going to care about DVDs of the more famous characters like Bugs and Daffy more.

I agree - I would rather see them released chronologically. I would be willing to bet that if WB released a "complete" set and if they put a hefty price on it, they would sell like hotcakes. Maybe release two versions - a "Collector's Edition" and a more Casual edition for the non-hardcore LT/MM fans.

I guess it would make sense to release later years first, if people who buy the first releases are more likely to get the other ones.

As I see it the best way to go about this is to start with character releases. Tweety & Sylvester's entire 42 cartoon series could be a 2-disc set and the Road Runner series (including the DePatie-Frelengs)
could be similarly marketed. Same for Foghorn, Pepe, and Speedy. 2-disc sets for each. Bugs would have a mega set, probably 8 discs comprising his full career in chronological order. And likewise would be the case for Daffy and Porky. So, we'd have:
The Bugs Bunny Mega Set DVD
The Daffy Duck Mega Set DVD
The Porky Pig Mega Set DVD
The Tweety and Sylvester DVD 2-disc Set
The Road Runner & Wile E. Coyotr DVD 2-disc set
The Foghorn Leghorn DVD 2-disc set
The Pepe Le Pew DVD 2-disc set
The Speedy Gonzales DVD 2-disc set
Following this, we get themed DVD sets incorporating the remainder of the cartoon output. Musical Cartoons would be a hot seller and it could be made into a 3-disc set to include many of the early B&Ws as well as "One Froggy Evening", "Three Little Bops", etc.. It might be an idea to include a few related character cartoons in these sets
to increase their sales potential among people primarily interested in ther major characters. There could be Cat and Mouse themed discs that would of course include Hubie and Bertie, the Honey Mousers, and several solo Sylvesters. And a Fairy Tale themed set that would of course include all cartoons of that sort, thereby incorporating yet more solo Sylvesters like "Little Red Rodent Hood" and "Goldimouse
and the Three Cats". Sons and Fathers could be a set including the Three Bears and most of the Sylvester Jr./Hippety Hopper arc, while Cats and Dogs would be another set to include the Frisky and Claude series and yet more solo Sylvesters (i.e. those with the bulldog). A wartime set would of course include most of those. And a supporting players set would include the solo Fudd cartoons, the Ralph and Sam Sheepdogs, the Goofy Gophers, several of the Jones, Freleng, and McKimson one-shots, and the remaining Sylvester solo cartoons.
This would seem the safest way for Warner to market the DVDs.
Chronological discs are an ideal configuration but unless they're
all released at the same time, there are bound to be problems
of marketing the cartoons for mass appeal, and to be frank, giant
DVD sets are a problem because what happens if one disc in the
set is defective? The whole set has to be returned. A lot easier to exchange defective discs in smaller sets.
