It depends on the comic book. In some books he has near Superman level strength, in others it is closer to Killer Croc and Bane level. The explanation is that Solomon Grundy absorbs energy and the more energy he absorbs the stronger he is. Of course, the comic books are very inconsistent when it comes to explaining how this power works.

Mostly when his opponent is at Batman level, he is weaker and when the opponent is closer to Superman level then he is stronger. He is portrayed as stronger in his Silver Age appearances than his Golden Age appearance.

Grundy's strength is portrayed inconsistently.
