The decks cost like $9.99 at Target.

The 1st edition packs are all mostly sold-out. They only had a limited supply of those anyway. They are releasing an "unlimited" version in about 2 weeks. You should be able to find them at Software Etc., Babbages, Game Stop, Target, and other specialty card-shops.
