This episode was animated by Kennedy Cartoons, an industry that was known for "squash and stretch." I thought it was okay, nevertheless.

Kennedy wasn't all that great, especially when John McClenahan wasn't animating for them. And he didn't work on this episode.

Just rewatched this episode last night. The animation is spotty in places, but it's certainly not Kennedy's worst (it looks like Fantasia compared to "Water Way To Go"). In fact, the constant elasticity of the animation works quite well with the story and slapstic antics of the episode, and everything looks pretty good.

It's a pretty great episode, really. Strong Megavolt electric villainy. Classic Darwking confidence falling and restoration arc, strong interactions with Gizmoduck, and some really fun gags. Not necessarily my favorite Megavolt or even Gizmoduck episode, but probably among the 30 or so best episodes of the series.

Up, Up, and Awry always struck me as a middle-of-the-road episode. Not great but not horrible. I think it would've sat better with me had Walt Disney Japan (A-unit, of course) or Australia had animated it.
If you want a really good Darkwing episode that succeeds 100% at being hilarious despite very standard animation look no further than "Adopt-a-con". I rewatched that episode tonight based on this post. I enjoyed it, although it's odd; I don't remember this one much at all, even though I know I've watched it before. My favorite gags were Darkwing crossing swamps and desert constantly to keep switching between Drake and Darkwing, as well as his bail being upped by a thousand each time that he tried to escape right where the judge was. The courtroom antics in the beginning were pretty good, too. Tuskernini being influenced to say testimony based on various objects held up was kind of a precursor to Peter Griffin accidentally saying his name based on random objects in the background.

While we're on the same subject of mediocre animation but funny scripts, I'd nominate Goof Troop's "Inspector Goofy". Bland Sunwoo animation as usual, but some very amusing dialog throughout; it got me to LOL quite a few times. But GT's for another topic. Hint hint. :)
