A Googling of +"Cat's Meow" +"1965" turns up only an episode of Bewitched. It's extremely unlikely that TCM would cut that down to 7 minutes, mask it into letterbox, or even show it.
It could be the 1957 Hanna-Barbera MGM Cinemascope remake of Ventriloquist Cat. The original stayed in heavy rotation in Boomerang's MGM slot, so nothing terribly earthshattering, except it would be refreshing if TCM were to resume showing cartoons, and widescreen ones at that.
As always, there's plenty of room for speculation when it comes to TCM listing of shorts on their schedule. The electronic TV remembering device has been set.
