I think Flash. In the beginning of Brave and the Bold Pt 1, Flash was talking about him.

Grundy was a regular villain of the Justice Society of America. He belonged to the Injustice Society or the Secret Society of Super Villains or somesuch nonsense.

More specifically, I believe he fought the original Green Lantern (Alan Scott) most of all.

From what I've gathered, Grundy has strong ties to Gotham.
Wasn't he murdered out in the swamps beyong Gotham's city limits. And I've seen him appear in numerous Bat-titles.

i believe that you are correct. he has been an enemy for just about everybody, but i seem to remember him having a real hatred for alan scott.

He used bright light to cause Solomon to flee, IIRC.

Yeah, Grundy was originally a foe of the Golden Age Green Lantern (Alan Scott) and thus the original JSA. Scott supposedly lives in Gotham so that may account for that connection. I don't think he's actually considered much of a Batman villain despite infrequent appearances.

Most recently I think he's been seen in Starman (where I believe he reformed or died or some such) and the new JSA (in which he seemed to be evil again although he was under the effects of Joker gas). He used to have a grudge against Scott but I believe he got over it at some point.
