How does one make/get screenshots off of their TV set?
What technology is needed? and Where can I find out more on the 'how-to'

Just kidding! There are several TV cards you can buy for your computer that allows for this. I had a relatively cheap one on my first computer that worked just fine for me. They are not hard to come by or to install. Just check your local computer store. I currently don't have a TV card in my computer, so I can't tell you what is good out there right now!

I just usea digital camera but they dont come out as nice, theres a bunch of lines through it and stuff

You need a video capture card the will digitize the single. Once on the HD you can capture them some still images of it. ATI makes ok cards they are relatively and somewhat works yet there are better ones like the ones make by Newtek but since all you want is some grabs something like a ATI would be your best bet.
