For free no it is not illegal of anything. See this University somewhere in Germany (with help from some partners) made this traffic simulator which is kinda like Sim City but focuses on the traffic and they have it available for download... it is kinda big but I like the game only downsides is the population limmit, you can only set the speed limmit to a max of 70KHM and there is no subways but there are trains.
What surprises me is a University can come up with a game like this, this is more fun the some commercial games of the same nature like Traffic Giant
