How to Downsize an Avatar Without It Being Blurred?

I want to downsize this (http://en.wikipedia.org/wiki/File:Bbnew.PNG) image, but I can't do it in MS Paint without it being pixelated. If somebody can either give a concise step by step guide to this or do iit for me, that'd be great!

A sidenote: I want the avatar at the largest size within the avatar rules.
