I believe the Mad Hatter has been in the comics since 1948; I forget the actual issue, but you can check his bio at http://www.batmantas.com - I think that will tell you.

i think the Hatter started out as a hat thief, and he used Hat-weapons, and I think he even had a Hat-mobile.
Thankfully he's evolved since those days.
As far the DCU goes, the hatter doesn't get much run. I liked the way Jeph Loeb & Tim Sale presented him in TLH, DV, & the Dark Knight Halloween Specials.
Overall though, I prefer the animated Hatter. Plus Roddy MacDowell was a great choice.
Had they ever made a Hatter movie, I'd cast John Lithgow. He can do the British accent, has the dramatic flair, and he was very evil in "Ricochet" & "Raising Cain". And I bet he'd be a great cackler.

I think the only person who could pull off the Mad Hatter in film form is Martin Short. He was an excellently insane Hatter in NBC's "Alice in Wonderland" a few years back.

Martin Short is definately a great candidate for playing the Mad Hatter whenever he makes it to film (which won't be for at least a decade now, but still...)
I always thought Robin Williams would be a great choice, too - he can be really dramatic, not just all-out-crazy, and the Hatter is a bit of both. :-)
