Help - anyone recognize this guy?

I'm trying to identify this cartoon for a just-for-fun trivia contest. he looks like a pretty stereotypical mad scientist, but I haven't had any luck yet. I think he must be a pretty obscure character, maybe even from a board game or ad.

-Anyway, judging by the drawing style, that kind of looks like a guest character from Courage the Cowardly Dog, but don't quote me on that.

And no, it's not Doc Brown from the Back to the Future cartoon.

It wasn't me, but it definitely could have been somebody else because there's quite a few people trying to figure this out.
as far as Courage the Cowardly dog goes, If you're talking about Dr. Zalost, it's not him. I don't know any other scientists from that cartoon.
