Am I the only one who noticed that Superman, in "War World", Part II, was fighting Mongul and Dragga at the same time with great success? Despite all the criticisms about that episode, I'd say that makes Superman tough.
I'm a big defender of Justice League :D, but I'll concede that I wanted to see Superman hand Mongul's butt to him. But I understand why the writers wanted Draaga to get the final blows on Mongul; Draaga's the one Mongul's been torturing all these years by forcing him to fight. Poetic justice.
Besides, like other people have said, Superman showed us that, if he hadn't allowed Draaga to finish the fight with Mongul, he could have cleaned Mongul's clock. :D
As for Hawkgirl's mace -- well, I'm just going to assume that they had to turn on the cannon, then "turn up the heat", so to speak, before it really became a weapon of planetary destruction. It's like when you first turn on your oven; it has to heat up (or "power up", if you will :)), before you can use it at its full power.
Any thoughts? Superman could take a double team by two powerful fighters -- I'd say that makes him tough. :)
