I assume in the case it gets a TV airing or is optioned for a regular TV show.

In general because they want shows and their OVA's to match more closely. Also because they might get shown on tv, particularly if the property is licensed overseas.

Well, the OVA I was watching when i made the thread (Nuku Nuku) was made before there was a TV show to match it for, but I can see other OVAs having them for that reason. Plus, the OVA I was watching WAS aired on TV in America back in the 90's. But it was on some PBS affiliate, so I don't know if it had commercials or not.
